Director of Research and Project Managers
Raymond has been Director of Research with the Law Reform Commission since 2003. He has also for many years been a member of the lecturing staff in law at Dublin City University. He is co-author of Byrne and McCutcheon on the Irish Legal System (5th ed., 2009) and of the Annual Review of Irish Law series (in its 22nd year in 2009). He is also author of Safety, Health and Welfare at Work Law in Ireland (2nd ed, 2008). He was editor of the Irish Law Times from 1995 to 2000 and a member of the Board of the Irish National Accreditation Board from 2000 to 2003. He was chair of the Irish Council for Civil Liberties from 1990 to 1991.
Alma worked in private practice on qualification, and later spent some years working in the IT sector. In 2000 she joined the Law Society as Parliamentary and Law Reform Executive, where she remained until joining the Law Reform Commission in 2007. While in the Law Society, she was Secretary to the Law Reform and Human Rights Committees and responsible for a number of law reform reports, conferences and articles in the Law Society Gazette. Since joining the Commission, she has been Project Manager for the Statute Law Restatement project.
Heather qualified as barrister in 2000 and spent 6 years working in this field. In 2006-2008 she worked in the office of the Parliamentary Counsel to the Government. Heather joined the Commission in 2008 and has a degree in Law and German and M.Litt from Trinity College Dublin. Heather is the Project Manager for the Legislation Directory project.
Legal Researchers
Barbara studied at NUI Galway and graduated with a B.A. (Int.) in Legal Science and German in 2007, and an LL.B in 2008. She was admitted as an Attorney and Counselor at Law, New York in August 2010. She has a special interest in international law, criminal law and human rights.
Kate studied at Trinity College Dublin and graduated with an LL.B. in 2010. She is a qualified Civil and Commercial Mediator and is accredited with the Alternative Dispute Resolution Group. While having an interest in a wide range of areas, Kate is particularly interested in ADR, family law and employment law, and is a volunteer with the FLAC employment clinic. Kate has previously worked for the Commission as an intern for the Statute Law Restatement project and returned as a legal researcher in October, 2011
Aoife studied at NUI Galway where she graduated with a B.A. in Legal Science and German, an LL.B and an LL.M. in Public Law. Prior to joining the Commission in May 2010, she worked as a legal tutor, a legal researcher and as a paralegal in a private practice. Aoife is interested in a wide range of areas including arbitration, public law and criminal law.
Conor studied at University College Cork where he graduated with a BCL (Clinical) degree in 2009. In 2010 he was awarded an LL.M from University College London. Conor’s main areas of interest are insurance law, environmental law and energy law
Dannie graduated from NUI Galway with a BCL degree in 2008. In 2010 he graduated with an LLM from the University of Cambridge. Prior to working at the Commission, Dannie had undertaken internships with INTERIGHTS and the Texas Defender Service. He has an interest in public law.
Mengxi graduated from Trinity College Dublin with an LL.B in 2010 having spent a year studying US law in Washington & Lee University in Virginia as part of her degree. She obtained an LL.M from the London School of Economics in 2011. Mengxi joined the Legislative Directory team in January 2012 as a legal researcher having initially worked for the Commission as an intern. She has a myriad of interests including international business law, comparative law and public law.
Donna Lyons completed her LL.B. at Trinity College Dublin in 2008, and in 2009 she was awarded an LL.M. in International Legal Studies from New York University School of Law. She has recently been admitted to practice as an Attorney-at-Law in New York. Donna has a particular interest in public international law and has undertaken research for the International Criminal Tribunal for the Former Yugoslavia, the Center for Human Rights and Global Justice, and the US Court of International Trade.
Kate commenced her studies at Trinity College, Dublin, completing her LL.B. in 2005. In 2006, she was awarded an LL.M. in International Law from the University of Edinburgh. She is a qualified barrister and was called to the Irish Bar in 2011. Prior to working with the Commission, Kate worked as a Judicial Research Assistant with the Courts Service and as a Legal Research Assistant for a Senior Counsel. Her areas of interest include employment law, asylum law and human rights.
Tara was awarded a BCL in Law with French Law by University College Dublin in 2003 and an LLM in International Human Rights Law by the University of Essex in 2006. She is a qualified barrister and was called to the Irish Bar in 2010. Tara has worked with the Commission before and rejoined the team in October 2010, having completed an 11-month stage with the Human Rights Unit of the Department of Foreign Affairs in 2008. She has a broad range of interests including, in particular, human rights and criminal law..
Roz began her studies in Dublin City University where she graduated with a B.A. in Economics, Politics and Law in 2009. In 2010 she was awarded an LL.M. from Trinity College Dublin, and she subsequently completed an LL.B in NUI Galway. Roz joined the Commission as a Legal Researcher in January 2012 following her work as an intern on the Statute Law Restatement Project. She has a wide variety of interests including; commercial law, tort and human rights.
Stephen studied at NUI Galway where he graduated with a B. Corporate Law Degree in 2005 and an LL.B in 2006. He subsequently went on to work for 3 years with Independent News and Media whilst also completing an LLM in Commercial Law in UCD which he graduated from in 2011. Stephen has previously worked for the Commission as an intern for the Statute Law Restatement project and joined as a legal researcher in January 2012. Stephen’s main areas of interest are Corporate Restructuring and Insolvency, Commercial Law and IT Law especially cloud computing, data protection, privacy and freedom of information.
Aileen studied at University College Cork from which she graduated with a BCL and an LLM. She qualified as a solicitor in 2003 and upon qualification was awarded the Findlater Scholarship by the Law Society for best overall performance in the Law Society examinations. Aileen is also a qualified tax consultant having been admitted as an Associate of the Irish Tax Institute in 2009. Prior to joining the Commission in October 2011, Aileen worked as a solicitor in private practice. She has an interest in land law and revenue law.
Head of Administration
Ciara joined the Law Reform Commission as Head of Administration in August 2011. She was formerly Private Secretary to two Directors General of the Attorney General’s office, and has also worked in education, administration and Human Resources. Ciara is a graduate of Trinity College Dublin with a BA (Hons) in Natural Sciences and an MSc (by research) in Environmental Science.
Executive Officers
Deirdre graduated from University of Limerick with a LL.B. in Law and European Studies. In 2010 she was awarded an LL.M. in European Law from UCD, and a Diploma in French from the Civil Service Training and Development Centre. Deirdre joined the Commission in 2008, and is the Legal Support and Human Resource Officer for the Commission.
Ann joined the staff of the Law Reform Commission in September 2007. A graduate of the University of Reading, Ann is the IT and Finance Officer for the Commission. She holds a EDI/JEB Teachers Diploma in Information Technology and is currently undertaking a Diploma in Computer Studies at the Institute of Public Administration.
Clerical Officers
Ann joined the Commission in 2006 and is concerned with the general administration of the office. Prior to joining the Commission, she worked for 19 years in the printing industry with Lithographic Universal Bray.
Liam has worked in the Law Reform Commission for 12 years. Liam's expertise is in Office Applications and Information Technology. He has previously been Private Secretary to the President, IT officer and is currently part of the Legal Support Team.
Library Staff
Conor is the Legal Information Manager in the Commission. A graduate of Queen's University, Belfast and University College, Dublin he is currently on secondment to the Commission from the Court's Service where he worked in Corporate Services and The Judges' Library.
